Is there some way I can create a report that will list all devices by the groups they are in, and include groups that are empty?

There's Inventory report which can created for Devices and then the csv file can be sorted by group. It doesn't include empty groups. However, from the Groups > List page there's an option to 'export CSV' which exports the group list and AP count including empty groups.
